its just something that people do with bats to help there grip. it just some stickey stuff. some people use it on there wood bats instead of wraping them with tape, but there is no need for it with metal bats as they come with grip.

why is it illegal in the MLB then?

its only illegal if you put it to high up on your bat, like where you make contact. thats just because in the 1960's players were putting pine tar on the barrel and when they hit the balls it ruined them. so the comisioner made it a rule so he could save balls and money. r u talkin about that game where that guy hit the homer, but they didnt count it because he had pine tar to high up?
